Civil Service Conference Recommends Depoliticization and Modernization of Organizational Structures

Port Sudan: The Sudanese Civil Service Conference concluded its two-day conference in Portsudan on Wednesday, with wide participation from officials, experts, and those interested in civil service issues.

According to Sudan News Agency, the conference recommended depoliticizing the civil service, modernizing organizational structures, avoiding the overcrowding of employees due to the stagnation of the promotion system, and establishing a mechanism to follow up and implement all recommendations. Approximately 514 participants from inside and outside Sudan participated in the conference, including a number of ministers, officials, state walis (governors), and directors of state ministries.

Held under the theme “Towards an Effective and Sustainable Civil Service,” the conference issued its final communiqué and 106 recommendations. The closing ceremony was honored by the Vice-President of the Transitional Sovereignty Council (TSC), General Malik Agar, who received the recommendations and pledged to follow up on
their implementation.

The Head of the Conference’s Preparatory Committee, Professor Mohamed Abu Al-Abbas, stated that the conference aimed to diagnose the reality of the civil service and implement legislation and laws with the aim of moving to a new phase for the civil service in the country. Professor Abu Al-Abbas pointed out that several working papers were discussed, including the challenge of the future of the civil service, the role of the civil service in achieving productive efficiency, the paper on the legislative and legal framework for the service, and employment policies in the civil service, in addition to the paper on worker protection and human rights towards a safe and prosperous society.

Abu Al-Abbas read a number of recommendations, which comprise the unification of the criteria for recruitment for the civil service between the central government and the states, the commitment to a unified wage structure, a recommendation for the periodic review of civil service laws, and the subjection of
the 2018 law to review and amendment. He also recommended that politicians not interfere in technical decisions related to the civil service, the development of clear policies for the labor market, and in-depth studies to combat unemployment.
