Kassala: The Justice and Rule of Law Conference concluded its sessions today at Al-Teraifi Hall in Kassala. The two-day conference was held under the theme ‘Towards a State of Law and Institutions’, attended by Minister of Justice Dr. Abdullah Mohamed Dirif, Kassala Wali Major General (Rtd) Al-Sadig Mohamed Al-Azrag, several current and former senior officials from the Ministry of Justice, and expert advisors from across the country.
According to Sudan News Agency, the conference issued numerous recommendations following discussions of 13 scientific papers covering various legal fields, legislation, registrations, and intellectual property. In total, the conference produced 106 recommendations. The most prominent of these include adopting popular consultations on the fundamentals to be included in the permanent constitution, considering this as the correct approach to constitution-making. The conference also recommended holding workshops to discuss the best methods for drafting the permanent constitution, involving specialists and experts in this field.
Among other key recommendations was the issuance of a law to establish a National Human Rights Mechanism and defining its competencies, in addition to enacting substantive legislation on human rights and developing a national human rights strategy. Enhancing legal aid by issuing a dedicated law on legal assistance and amending union laws in line with international agreements ratified by Sudan was also highlighted.
The conference further emphasized the importance of raising awareness of union laws and enabling workers to establish trade union organizations freely and democratically, in a manner governed by law and aligned with international charters and customs. Strengthening coordination between judicial bodies through the enactment of a law to organize such coordination, avoid procedural overlaps, and activate the role of the Legal Profession Regulation Council was also recommended. Additionally, the recommendations stressed the need for coordination between the Council and the Legal Education Committee at the Ministry of Higher Education and Scientific Research to review law school curricula.
Another significant recommendation was ensuring adherence to legal opinions issued by the Legal Advisor to prevent harm to the state resulting from non-compliance. The conference also underscored the importance of promoting legal awareness among all citizens and reviewing and updating laws to keep pace with political, social, and economic developments in the country.
