Security Council Condemns RSF Militia, Reaffirms Rejection of Any Parallel Government in Sudan

Khartoum: The United Nations (UN) Security Council, in its meeting on Thursday, condemned the attack by the Rapid Support Forces (RSF) militia on El-Fashir and the crimes committed against civilians. The Council reiterated its rejection of establishing any parallel government in areas controlled by the RSF militia.

According to Sudan News Agency, in a statement issued by the Council’s President, Vassily A. Nebenzia, the Permanent Representative of the Russian Federation, on Thursday, the members expressed their deep concern over the escalating violence in and around El-Fashir, North Darfur. The statement said the members condemned the RSF militia’s attack on El-Fashir and its devastating impact on the civilian population.

The members referred to Resolution 2736 (2024), which demands that the RSF lift its siege on El-Fashir, calls for an immediate cessation of hostilities and de-escalation in and around the city, where famine and acute food insecurity are worsening. The Council strongly urged the RSF to implement the provisions of that resolution.

The members also condemned the reported atrocities committed by the RSF militia against civilians, including summary executions and arbitrary detentions, expressing grave concern over the growing risk of large-scale atrocities, including those motivated by ethnic targeting. They called for accountability for all perpetrators of violations, urging compliance with international law, including international humanitarian law, and full implementation of Resolution 2736 (2024) and the Jeddah Declaration, as well as the protection of humanitarian workers, their facilities, and assets.

The Council members called on all parties to allow and facilitate safe, unhindered humanitarian access in accordance with international law, to protect civilians, and to provide safe passage for those attempting to leave the city. They stressed that priority must be given to resuming talks aimed at achieving a permanent ceasefire and an inclusive, Sudanese-owned political process.

The members urged all states to refrain from external interference that could fuel conflict and instability, to support efforts toward lasting peace, and to comply with international law and relevant Security Council resolutions, including Resolution 2791 (2025). The Council members reaffirmed, unequivocally, their strong commitment to Sudan’s sovereignty, independence, unity, and territorial integrity, reiterating their rejection of establishing any parallel governing authority in areas under RSF control.
