Higher Committee Approves Framework for National Voluntary Return Strategy and Reintegration Fund

Khartoum: Higher National Committee for Voluntary Return and Reintegration has approved the general framework for the national voluntary return and reintegration strategy and the framework for a dedicated fund, as it moves from establishing mechanisms to building an integrated national programme.

According to Sudan News Agency, the committee, chaired by Minister of Human Resources and Social Welfare Motasem Ahmed Saleh, reviewed reports and plans from its technical committees and discussed progress and challenges facing their work.

The national strategy will establish an integrated system covering assessment and registration, facilitation of procedures, transportation and reception, as well as social protection, economic reintegration, livelihoods and sustainable stability.

The committee decided to refer the technical committees' reports and plans, along with the strategy framework, to the Monitoring and Evaluation Committee to finalize the national strategy ahead of its presentation for approval at the next meeting.

It also approved the general framework for the Voluntary Return and Reintegration Fund and tasked the Financing and Resource Mobilization Committee with completing its legal and financial arrangements, governance system and funding sources ahead of its presentation at the next meeting.

The meeting was briefed on the outcome of the minister's visits to Uganda and Libya and understandings reached to facilitate and organize voluntary returns and strengthen coordination with host countries and partners. It also discussed operational and logistical challenges facing some committees, particularly reception arrangements, and directed that they be addressed urgently.

Saleh said the objective went beyond returning citizens to Sudan to establishing an organized national process that ensures safe, voluntary and dignified return, reception, reintegration and stability, while enabling returnees to contribute effectively to national recovery and reconstruction efforts.
