Arab League Backs Sudanese Dialogue Initiative and Sovereignty Council Decisions

Khartoum: The Secretary-General of the League of Arab States, Nabil Fahmy, welcomed an initiative by a group of Sudanese national figures aimed at paving the way for the launch of a Sudanese-Sudanese dialogue through preliminary consultations with political, civil, and community forces, with the goal of building a minimum level of trust that would facilitate the convening of a comprehensive dialogue inside Sudan.According to Sudan News Agency, Fahmy emphasized the importance of ensuring that the initiative is rooted in a dialogue that does not impose a predetermined process or agenda. He stressed that participants should not claim representation or a mandate beyond what the Sudanese themselves agree upon. Fahmy highlighted the need for the dialogue to remain open and inclusive, allowing Sudanese forces to determine its course, priorities, and outcomes.The Secretary-General also welcomed the decision issued by Sudan's Transitional Sovereignty Council (TSC) on September 1, 2026, to drop cases and charges r egistered against Sudanese citizens in connection with their actions and political opinions. The decision also grants procedural immunity to participants in the dialogue and prevents criminal proceedings from being initiated against them based on their political views.Fahmy stated that these measures would provide the necessary guarantees for the free and responsible conduct of dialogue inside Sudan, while limiting the role of the state to creating the appropriate conditions for its convening. He encouraged Sudanese political, civil, and community forces from across the country to engage in peaceful consultations and present their aspirations, concerns, and peaceful alternatives capable of leading to a minimum level of understanding and guarantees.Such consultations, he said, could pave the way for the launch of a serious and credible dialogue in the near future, ensuring the broadest possible participation of Sudanese forces within a timeframe governed by the requirements of the dialogue and national pri orities.The Arab League Secretary-General underscored the importance of the national initiative at the current stage, particularly in light of the breakdown of direct political dialogue among Sudan's main forces and the deepening political divisions caused by the war. He noted that differing positions and visions regarding the causes of the crisis, ways to end it, and the future of the Sudanese state are key reasons why creating a conducive environment for national dialogue has become an indispensable necessity.Fahmy reaffirmed the Arab League's firm belief that peaceful political dialogue on Sudan's future must be Sudanese-owned and Sudanese-led, stressing that sustainable solutions cannot be crafted on behalf of the Sudanese people or imposed upon them from outside. He further emphasized that the Arab League's good offices aimed at bringing Sudanese political forces closer together would continue to support and facilitate this objective, rather than serve as a substitute for a genuine Sudanese-Sudanese dialogue.
