Cabinet Approves Guidelines, Features, and Objectives of 2026 Fiscal Year Budget

Khartoum: The Council of Ministers, in its session chaired by Dr. Kamil Idris, approved the general features, guidelines, and objectives of the emergency budget for the 2026 fiscal year presented by Minister of Finance Dr. Gebreil Ibrahim.

According to Sudan News Agency, among the key features of the budget are a focus on rehabilitating infrastructure and facilities, reconstruction, improving the environment, and providing the basic services necessary for the return of the government and citizens to Khartoum.

The budget also reaffirms its commitment to continuing to meet the requirements of the war effort as a top priority, with an emphasis on mobilizing resources and directing public spending toward national priorities.

The key principles and pillars of the budget include safeguarding the country’s security and sovereignty, relying on domestic resources, prioritizing public spending, enforcing governance, transparency, and the rule of law. It also affirms the unity of the budget and the Ministry of Financ
e’s authority over public funds, continuing the focus on digital transformation, supporting the media to serve national interests, enhancing strategic planning, and underscoring the vital role of the private sector.

The general objectives of the budget focus on economic recovery and stability, achieving fiscal discipline, improving public financial management efficiency, maximizing revenues, reducing internal and external budget deficits, strengthening social safety networks, creating jobs for graduates, integrating the informal sector into the economy, and providing financing for small and medium enterprises.

The budget is based on several key references, including the Constitutional Document for the Transitional Period (Amendment 2025), the emergency financial arrangements, financial and accounting laws and regulations, sovereign decisions and directives, the Juba Peace Agreement, recommendations of the First Economic Conference for Reconstruction, the ‘Hope Government’ program, and the Sustainable Develo
pment Goals 2030.
